Lino Pena-Martinez, Board President

Lino Pena-Martinez serves as a Board Member of SUN Scholars, bringing an interdisciplinary perspective rooted in his studies of Environmental Science and the History of Art and Architecture at UC Santa Barbara. In 2019, he published and presented research to the U.S. Congress and the White House regarding child welfare issues and multisystem coordination.

This high-level policy work catalyzed a transition to the House Committee on Energy & Commerce, where he focused on the strategic reindustrialization of America’s manufacturing base and energy resilience. He subsequently served two years at the Department of Energy, where he was instrumental in expanding domestic capacity to manufacture and commercialize diverse energy sources—a critical effort to safeguard the nation and human dignity against embargoes and the volatility of global markets.

Beyond infrastructure, Lino centers children and families as the cornerstone of the global economy; he leverages labor market economics and engages workforce development ecosystems. His efforts focus on job quality, competitive growth, and the expansion of apprenticeship programs that power the next generation of human industry and broadly shared prosperity.
